The 1.54" height is considered a standard height for AR style platforms and bolt guns with Picatinny rails extenting forward over the barrel.  This is a good height for long-range scopes with large bell housings, which will clear the forward rail, and a good balance for a cheek-weld on an AR15 or AR10 platform.  The 30mm tube is perfect for traditional rifle scopes and some of the newer LPVO types.
