This is a quality mil spec M4 / AR15 upper receiver with hardware, but no BCG or chagrining handle.  This OEM manufacturer makes receivers for many other brands from quality forgings, like Anchor Harvey forgings (aka split-A), Cerro (aka keyhold forge), Brass Aluminum and Mueller

Yes, this is solid forged mil-spec upper receiver.  Charlie's is very picky about quality, and we hesitate to call this a budget upper, as it has much of the same quality that you would expect from a quality forged upper receiver.  Looks like a Colt, BCM, FN, LMT or KAC.  The finish can be dull, as this is mil-spec and not a fine finish that you would expect from brands like LaRue or Geissele or Daniel Defense.  The cost is less expensive since the T-engravings for the military have been omitted, but the quality remains.
