Especially for the finicky collector or clone rifle builder, anything marked Vero Beach means it was produced in the early days of the Global War on Terror.  This is 100% authentic, new old stock manufactured by Knights Armament.  KAC’s iconic Ribbed Rail Panels have seen use all over the globe on US military M4 Carbines. The lightweight polymer panels are ribbed for an enhanced grip, and help insulate the support hand from barrel heat. While originally designed for use on the KAC M4 RIS and M4 RAS rails, these panels are also compatible with many other railed hand guards.  

New old stock, was stored in boxes with other rails, so may show signs of handling.  Charlie's Custom Clones has individually wrapped each in sealed plastic, like a fine museum piece.  Picture shows discoloration, which is an oil of some sort. Wipes off and is jet black.
