The D.D. Ross recoil lug is the official USMC part for the M40 series rifle program. D.D. Ross has provided this part to the Marine Corps under contract since their initial purchase in 2000. Ross lugs are high quality, hardened American steel. The machinist at D.D. Ross precision grinds every part to ensure uniformity. A precision lug, with parallel surfaces, is crucial to accuracy. The Ross lug is standard on every rifle built by Dan Ross, and the majority of M40A3 rifles had this lug. Later in the M40A5 program, lugs were acquired by the US Marine Corp from both D. D. Ross and also from Badger Ordnance.
While we are calling this the M40A3 lug, the lug is perfect for the M40A5, as the difference in the rifle are in the stock and the trigger guard. The barreled receiver portion of both rifles are the same.
We had the opportunity to ask Dan Ross at DD Ross Company about his lug. What he explained is that each lug is precision ground to extreme tolerances, and that makes a difference in how much work a gunsmith has to do in blueprinting a barreled action. The Remington 700 has been used for decades, and make before precision CNC machining was possible, so in practice, every receiver needs to be trued to the lug, and the lug to the barrel. This process involves work by a very skilled gunsmith training in the art of blueprinting and machining with older equipment. The DD Ross lug removes part of that truing process, as the Ross lug is already perfectly machined. This is one reason you may choose a Ross lug.

I would suspect that in due time, we might have a registry of a few gunsmiths who specialize in M40 rifles, and eventually that may lead to us offering full rifles, but that is not anywhere in the planning at this time.
